Someone explain this algebra to me?

The equation that I was told that could answer this is:
2/3 + 2/x = 1
Ok.. why 2/3? What exactly is that representing? I guess it's saying (2 hours for both hoses divided by 3 hours for the large hose), but why? What information does that return?
